When the voltage reaches 125 the RLC-1040 "trims" it down to 117 volts.....shouldn't it be trimming it down to 120?

I have a RLC-1040 and a APC H15 - almost the same units. When we have a power failure / spike all equipment plugged into the Rotel RLC unit will power on when power comes back on (even if equipmewnt was off originally). With the APC unit this does not happen. What gives? The settings are identical. I can't get a clear answer from Rotel on this.- Bottom
