Is the 1098 supposed to lose its configurations when there is a power failure?

No, it is not, however, I found that on two occassions my 1098 lost it's settings (went to default) where there were very brief power failures during heavy electrical storms. It wouldn't loose it's settings on longer power failures. I solved this with a $40 computer UPS in between my power conditioner and the 1098.Jerry Rappaport- Bottom

I have an UPS in the rack but just the HTPC is connected. I like the idea of a UPS but since is a very cheap one im worried about the quality of power .. true sine wave and all that jazz I dont fully understand. BTW it wasnt a real power failure .. it was me hitting the breaker killing the power. Same thing tho.
Is there a battery in the 1098 that needs replacing?
I wont even start in about having to set everything back up with that delay in the function knob!
