I don't know about the freebies but Norton Internet Security 2002 has a parental control feature with URL filtering. Plus it adds a firewall + anti-virus (but you knew that already)!

Hey Andrew, since your in Winnipeg and all if your Boss is using Dialup he can subscripe to Rainy Day Internet, we provide server based content filtering on any of our dial-up plans. If he is on high speed however, he will have to find a good software package somewhere. I have used net nanny before and thought it was a little clunky, meybe its gotten better now though, don't know.
