I would use the Dayton RS52 dome mid, since you're already using a midwoofer. What are your targets for crossover points?

Why not just run the 26W up to something like a Discovery 10F. Or better yet, double up on the tens and run them up to a Disco 10F?

        What kind of sensitivity?

How do you plan to work the crossover?

To be honest, the way that appears to be heading I'd be going OW1's over the 9900's, but... well I guess I can do that if I ever go that route.

What exactly are you looking for? Based purely on the drivers you've put forth, your design isn't making sense to me.

The SB drivers are nice enough, to be sure. I'd not bother with the 18W's at all if you use those (though frankly, I'd not bother with the 18W8535 regardless) - the peerless are nice enough too, but the same issues; both start to exhibit differences in output level past 2kHz I'd not cross any higher (and for a slope lower than 4th order I'd cross lower...)

If you went with a 7" driver that has wider acceptable range, you could consider something like I did with the Nebbiolo - the mid is -3dB and does more of a "filler" job, but all 2nd order LR slopes. It required drivers with very broad usable response though. Getting similar magic into a 4-way adds to the complexity, and ... we're back to me not really understanding what you're after, or how you intend to make this work.

Drivers < crossover, and for this budget I'd be looking at different drivers too. So asking us for advice on a single driver leaves us a little shy of a real recommendation.

That said, I might tentatively recommend the Vifa TG9FD-10-04.

Another option is to use the Peerless 830875 and leave out the midrange. This Peerless has a "very broad usable response":
