Is this the place to post questions about speaker placement for a HT build out?

If not, can you tell me the right place?

I think it is, because some building is involved . But for general speaker things, placement, amplifiers, stands, etc, maybe you have to try one of the other forums.

This is a forum section for building your own speakers, discussing speaker design concepts, resolving speaker design and construction problems, etc.

"Spaced Out" is probably more what you're looking for, though the "Home Theater" section, which relates to everything audio in your HT setup, is appropriate, too.
