Any theories on the power handling requirements of surrounds?

Considering that most sound comes from the main speakers, and the surrounds are generally located closer to the listener's ears, would it be a fair guess that the surrounds probably see say 10dB less average and peak levels as the mains.

Gee. I don't know for sure. I have a small room and my surrounds are less than five feet away. My receiver has the levels at -10 in reference to the front left and right. It sounds great.
